While conventional development regulations focus on the use and impact of land uses, a form-based code focuses on encouraging better building and site design.  The intent of a form-based code is to enhance the built environment of Panama City Beach, encouraging walkable, mixed-use development with higher quality design and materials. 

The consultant team will present the key findings of the Form-Base Code Assessment, including an analysis of three sample sites in Panama City Beach.  Two of the sites were located along Front Beach Road and the third was located along Back Beach Road.  For each site, the consultant team has found that form-based codes can

1.       Increase the development potential without increasing building heights.

2.       Increase compatibility between adjacent developments.

3.       Encourage pedestrian traffic and transit use.

4.       Produce more attractive streetscapes.

5.       Create incentives for redevelopment of poorly designed projects.
