While conventional development regulations focus on the use and impact of land uses, a form-based code focuses on encouraging better building and site design.  The intent of a form-based code is to enhance the built environment of Panama City Beach, encouraging walkable, mixed-use development with higher quality design and materials. 

The consultant team will present the key findings of the Form-Base Code Assessment, including an analysis of three sample sites in Panama City Beach.  Two of the sites were located along Front Beach Road and the third was located along Back Beach Road.  For each site, the consultant team has found that form-based codes can

1.       Increase the development potential without increasing building heights.

2.       Increase compatibility between adjacent developments.

3.       Encourage pedestrian traffic and transit use.

4.       Produce more attractive streetscapes.

5.       Create incentives for redevelopment of poorly designed projects.

     Panama City Beach is considering the application of form-based regulations to address its diverse design challenges.  A form-based code would focus on key design features that affect a development’s compatibility with neighbors and the public realm.  The success of planned public investments in pedestrian, bicycle and transit supportive street improvements along Front Beach Road depends on the design of adjacent development.  Form based codes address building orientation because people are more likely to walk along a sidewalk next to interesting storefronts than one next to a blank wall or a row of car bumpers.  In automobile oriented corridors, form-based codes may address the orientation of garage doors, loading docks, storage and mechanical equipment to create a more attractive street.  They also address entrances and connectivity because people are more likely to use sidewalks or transit if they can easily get to and from the buildings abutting sidewalks and transit stops.  Form-based codes may also focus on building bulk and scale, which is particularly important in transitional areas between zoning districts that allow buildings of different heights.
